from primary health care centers and hospitals using a
secure internet program linked to electronic medical
record systems. Patient confidentiality and data security
will be safeguarded. Participating centers will be given
annual feedback.
NOKLUS Clinic
NOKLUS wishes to focus on correct use of office labora-
tories, and has therefore prepared a computer program
that can be installed in the doctors’ case record systems.
One of the functions of the program is selection of
laboratory data from the case records. These are sent to
NOKLUS, which prepares a feedback report on labo-
ratory investigations to general practitioners, ensuring
that good quality analyses are used rationally in clinical
practice. The results will be used in postgraduate train-
ing of general practitioners, since the report also con-
tains advice on how to examine feedback results when
presenting them in group discussions among general
practitioners colleagues.
Sometimes a case history accompanies the test mate-
rial, and doctors are asked to answer questions concer-
ning laboratory testing in specific clinical circumstan-
ces. After each distribution the health centers receive a
report that illustrates their results compared to: other
centers, the correct answer and guidelines. Advisory
medical laboratory technicians also receive copies of
the results so that they can give advice to health centers
in their area.

In Norway a national system with new quality spe-
cifications for the reimbursement of SMBG-strips was
established in 2002. In this system SMBG-devices have
to meet analytical requirements when used by profes-
sionals and by lay users before reimbursement is given.
NOKLUS manage the system. A professional commit-
tee considers the applications from the importers and
advises NAV, which decides whether reimbursement
will be given.
Future developments
In agreement with ISO 15189, NOKLUS will try to
offer laboratories pre-analytical, analytical and post-
analytical schemes covering the whole diagnostic pro-
cedure from the test is requested to test interpretation.
NOKLUS will continuously evaluate the usability of
different EQA schemes including evaluation of lot to lot
differences, number of schemes per year etc. NOKLUS
will integrate routine EQA with research and develop-
ment in this field promoting the education of master-
and PhD students.
